Chennai cyber crime branch DSP on mobile phones with camera

Heard this on Radio Mirchi a couple of minutes ago (a program on camera mobile phones, in the aftermath of DPS scandal):

The DSP (if I'm not wrong) of Chennai cyber crime branch wants licenses to be issued for phones with cameras so that these licenses could be used for tracking usage of camera phones !

What weird logic ?! This IMO is a highly inverted logic and prone to the usual license-raj abuse if implemented. FWIW, I don't know if it was his personal opinion or reflected that of the department (and indicative of things likely to come in the future).

To his credit though, he did mention that most of phone crimes are performed from prepaid phones where false address proofs are furnished. That is the real problem and not the former.
